Family Self-Sufficiency (FSS) Program

The Family Self-Sufficiency (FSS) Program is an exciting voluntary program that The Huntington WV Housing Authority (HHA) currently offers to all Section 8 participants once they have received assistance for 30 or more days. The goal of the program is to help Section 8 participants reach self sufficiency through accomplishing individual goals.

All FSS Program participants receive one-on-one case management from the FSS Program staff members. Benefits of one-on-one case management include, but are not limited to, help with setting life goals ranging from G.E.D completion to college education and employment as well as referrals to are programs that offer needed services such as childcare, G.E.D preparation, job training, employment assistance, credit counseling, homeownership assistance and more. The FSS program staff are the participants partners in assessing their strengths, identifying barriers that are keeping them from reaching their full potential, setting and achieving goals and reaching financial self sufficiency.

An additional benefit of the FSS Program is participants may be eligible for an individual escrow account that The Huntington WV Housing Authority deposits money into for the participants as their income increases. The money that HHA deposits into each account belongs to the participants once they meet their goals and complete the program.

Are you eligible?

If you meet the following requirements you are eligible for the Family Self Sufficiency Program:
  • A current participant of the Section 8 HCV Program
  • Received Section 8 assistance for more than 30 days
  • Desire to increase your income potential
  • Willing to work with FSS staff to set goals to achieve self sufficiency to reach your full potential
  • Willing to attend a FSS Orientation Meeting and sign s FSS Contract of Participation with a 2-7 year commitment.


Questions and Answers:

  • Will I lose my Section 8 if I fail to complete the FSS Program or drop out?
    • No
  • If I complete my FSS contact or it expires, can I continue receiving my Section 8?
    • Yes
  • Do I lose my FSS benefits if my Section 8 if terminated?
    • Yes

What is an Escrow account?

As you meet your personal goals your income will most likely increase. If your Section 8 rent goes up because of an increase in your earned income, the FSS Program will match the increase with a monthly deposit into your escrow account. It’s that simple! You take advantage of the FSS Program’s free service and by completing your contract you can possible earn hundreds or even thousands of dollars.

Interim Disbursements from Escrow Accounts.

The Huntington WV Housing Authority may disburse a portion of the family’s escrow account during the FSS contract period for expenses related to the family’s goals as stated in their FSS Contract.

If the family has fulfilled certain interim contact goals a portion of the escrow account funds can be requested for needs such as:
  • School tuition or other school costs
  • Job Training expenses
  • Business start-up expenses
  • Transportation or vehicle costs, maintenance and repairs


FSS Program Goals

  1. The family must work with the FSS staff to strive to remove itself from any public or cash based assistance such as TANF, Food Stamps, LINK, Section 8, etc. for 12 months before the FSS Contract expires.
  2. The head of household must seek and maintain employment prior to the end of the contract or the family must no longer require rental assistance for a consecutive month.
